Health care facilities (HCFs) are complex environments that accommodate a wide range of building elements and technological innovation. Sound planning, design, and construction of HCFs help maximize the efficiency of the built environment and support safe operation and improved health care outcomes. The study of HCF design can provide valuable information and insights into the planning, design, and construction of future facilities.
The new Canadian National Standard, CSA Z8003:21, offers practical guidance for a defined, structured and systematic process to develop and conduct planning, design, and construction (PDC) studies and post-occupancy evaluations (POE). It provides a consistent terminology, methodology, and requirements for HCFs design and construction, allowing to:
Share best practices between regions and facilities, regardless of their size;
Promote consistency in the evaluation, study, and research of HCF design and construction; and
Establish a baseline that regulatory and funding agencies can adopt and enforce within their jurisdiction.

Melnychuk Healthcare Consulting (MHCC) is a small boutique firm providing expertise related to health care planning and capital projects. Sue comes to consulting after 30 years in health care with experience ranging from direct care nursing to senior leadership roles. The opportunity to work with multiple health authorities has imparted Sue with specialized knowledge of the multifaceted care continuum and skills to advance complex capital health care planning. Sue provides project management services on capital projects and produces functional programs, clinical specifications, clinical service plans, business plans and post-occupancy evaluations for clients.
PRESENTER: Cathy Massey, RN, BSN, MSN, EDAC, Director, Facilities Planning (Clinical Planning & Lean) @ Fraser Health Facilities Management
Cathy is an experienced nurse with over 30 years acute and community operations and administrative experience working in Healthcare, primarily pediatrics. In her current position with Fraser Health Facilities Management as Director of Facilities Planning (Clinical Planning & Lean), she oversees the work of the Clinical Facilities and Equipment Planners. This includes clinical service planning, functional assessments, functional programming, and business cases for redevelopment or renovation of healthcare sites/services as well as the full range of equipment planning from the initial lists and budgets to procurement and commissioning. Cathy is passionate about ensuring that the built environment supports high quality patient care and safety.
